If the walls are seeping moisture, I doubt that anything will adhere to them. Even paneling is usually glued to concrete. (Screeds could be used). No wallpaper will adhere to the walls. Moisture will destroy the adhesive.
You might consider nailing or screwing with anchors, some screeds, (narrow strips of wood), horizontally, to the walls, at the top, center and bottom. More if needed. Then you could fasten some sisal carpeting to those screeds. A fabric wall covering could be used, stretched, in the same manner. Foam filler or even carpet padding could be used as a filler between the screeds. Padding comes in 3/8"-1/2" thickness, 6' width. The filler or pad could be taped across, then the wall covering would hold it in place.
As to tile on the floor, only ceramic will suffice. Any other that is glued to the floor will not last with a moisture problem. Other than ceramic, there are laminates that are not glued, called a floating floor, over a thin padding. (Not cheap).
If ceramic is used, you may still have a moisture condition, creating alkali, which can rise to the surface between the tiles at the grout lines. This appears as a powder and discolors the grout. This can be controlled by mopping regularly with a solution of vinegar and water. About one cup to a gallon of clear water.
My best advice.
There may be other ideas since I was in the business.

You can seal the walls with sealer first.Not sure if it comes in colors or not,anyway you can paint after you seal if needed.The stick on tile wont stick to good,and the glue down tile is a mess if you dont know how.Me,i would go with carpet on cement it would be warmer and easy to clean.Of course if its really a damp cellar i would think twice about putting a child in it for a room.Play room yes ,bed room no,if its real damp.

First you have to get rid of the dampness because it will create health problems. I would start by gettin a bunch of Damp Rid and it will take the moisture out of the air. once that is done then Kilz the walls.//// Use vynil floor adheasive .Follow the direction on preparing the cement on the bottle.

Well, first off, if it's damp, you will need a de-humidifier to dry it out, or it won't be a very good room to sleep in. I used a bunch of flags as wall coverings in my basement, it's colorful, and not too expensive. Flea markets are good places to shop for these. I suspect that if your basement is damp, tiles will not be your best bet.

Arby, before you do anything you are going to HAVE to dry that space up. Nothing will work. It'll peel, turn moldy, and lift off the floor. Plus, mold is just plain dangerous. I have a wet basement so I know your pain.

first you need to kill the mold, and then seal the basement, get a dehumidifier. They you can paint the walls, or put new dry wall. In my basement which is a walk out basement, we did dry wall and wall to wall carpeting, no longer looks like a basement. But there are a lot of ideas, you can do to this.

I hate paneling. you may cover them with textile, and that i wager paneling, yet i might want to call it wainscoting. Sounds prettier and wainscoting is alot nicer searching than paneling.

It's your problem that how you want to color but I think BLACK & WHITE is the best color as it is the color of the JUVENTUS shirt.
