Regardless of whether your cat is playing with his food or his water, it's a very healthy and normal cat behavior that you should not attempt to change. Cats in the wild often play with their food before consuming it. As for playing in water, although it's a little less common, many cats do like to do that. Mine used to when he was younger.
You can purchase a mat to put under the food/water bowls that you can just wipe clean. In the mean time, enjoy his antics. Sounds like a funny cat.

You can buy bottom heavy ceramic water bowls at pet supply places or you can buy placemats to put the food and water bowls on that make spills easier to clean up.
Check your animals feeding area and clean up anything spilled before your sister can blame it on your cat even if the "dumb dog" did it. And before your mother can get angry about a mess. Get the dog a mat and a heavy dish too.
Make sure the two animals get along. If they don't, it might be best to feed the cat somewhere else.

you can buy a water bottle that is spill proof, or get a heavy bowl that the cat cant move around....or another idea....get a large box that the cat can get into easily and that way if it makes a mess it wont be on the floor but in the box

OK well what you need to do is keep an eye on the cat[s] and if they get near the water fill up a squirt bottle and just give em a little spray. they wont get mad they will just run off and after a few times they will learn not to do that again!!

i believe that you shud let him, as after all they are a animal, if it is a problem try saying no and find a small water bowel and encourge it to go there, or play with water outside the house.
Eg put the dish or bowel outside

Thank God you don't have a full-grown Pomeranian that thinks your 25 year old cactus is a playmate!
