Does the AC power adapter charge the battery when the camera is plugged in? If yes, does the camera have to be on in order for the battery to charge?

1.Possible you need a new set of batteries. For long term use rechargeable type.
2. Check the user manual. Not all digital camera are able to recharge rechargeable batteries type when the AC adapter is plugged in. Sometime you must use a standalone charger.

I had an Olympus that ate batteries alive! I always had to plug it in to use it! I hated it and bought a Canon for myself and a Kodak for my wife. They are both battery friendly. It would have helped if you had mentioned the Camera brand and model in your question. But yes, the AC charges your batteries while your camera is off as long as they are "rechargeable" batteries. Do not attempt to recharge any other type! Good luck!
