Everyone seems to use Photoshop. Personally I've always used Corel suite, which includes Corel Photopaint which does what you're looking for.

I'm not sure what problem you've had. If you resample your work in any decent software, and choose the pixel size you want, it should be 100% precise, such is the definite nature of a pixel!

Photoshop is the business.
The Gimp will do it, but if its a large image for printing you have to change the preferences in the program to allow it to open big images; the default installation is for web sized images.

If you want a freebie have you tried Irfanview?

I use Microsoft Picture It Digital Image Pro. This is the very best program that i have come across. I am sure that you will find that you can customise any picture. Both with enhancements and custom seizing
