To explain this word its easiest to first explain what "institutionalised" means.

This generally refers to a syndrome seen in inmates of facilities such as prisons or mental homes - institutions.

After long term residency they become totally adapted to the routines to such an extent that they find life away from the regime and routine impossible, or very difficult, to tolerate.

The word you have asked about "non-institutionalised" would be where they had not developed this syndrome.

It is a polite way of inquiring or soliciting men who are not in a prison or mental ward for psychiatric problems. For example, that wording may be seen in a personal ad where someone is looking for a "friend." The ad will appear under 'for men only' and may be worded something like this:

"Seeking man for friendship, pen pal (or whatever); non-institutionalized men only."

They are men who have not been institutionalized or in other words, not been put into a mental asylum/pschyatric institution
