If you are a wet behind the ears Ensign, you learn quickly to listen to any warrants under your control =- they know what is happening. You can consider him an LDO - Limited Duty Officer - because they can only serve in the capacity that they were trained in while enlisted. Only deck rated Warrants can command a ship at sea. That would include Boatswain's Mate, Gunner's Mates, Signalmen, Quartermasters and maybe one more. They may be under the wet behind the ears Ensign, but the Ensign knows not to piss him off. Warrants are chosen on need, so I do not think that you have to be a chief petty officer to rise to Warrant if you do your job, I think you can rise from either Second Class Petty Officer or first class petty officer. The grades are W-1, W-2, w-3, and W-4. They can elevate to genuine LDO officers, still working in their enlisted speciality, but most do not because they have more authority and respect as W-3 or W-4 than any Ensign would have. Warrants and LDOs have more respect from the crews than full line officers.

Navy Warrants are technical experts in their field. In order to be come a Navy Warrant, you must be an E7 or higher. Since they are requiring E7's and up to have an Associates to be considered for Promotion, then yeah, a 2 year degree(CURRENTLY) is sufficient. This may change in the future.
Warrants are Officers, directly above enlisted folks but still subservient to Comissioned Officers. A baby face, wet behind the ears Ensign who graduated five minutes ago still out ranks a crusty old 25 year Career Warrant.

Warrant officers are enlisted chiefs that decide that they want to be an officer, so they put in a package for warrant, if they get picked, they learn how to be an officer and take the duties of a division officer, i knew a lot of warrants, some were good others should of stayed enlisted

When I was in the navy(1957-1961) warrant officers were directly under the division commander and ran the daily duties...work assignments, paperwork,etc...

They are probably invoved with MP's (military police officers) in getting warrants out for trouble-causing people on the base. I assume you could be a warrant officer with an AD...check it out at your local Navy recruiting office.

WO's are highly trained/skilled techs,, They usually work as administrators,, supervising maintenance services, personnel/finance & accounting services, fly helecopters, and a varity of other things.
