No offense, but something smells kinda fishy here. If they sent you a letter saying your license is going to be suspended, then the citation has to have YOUR driver's license number on it, not just your name. The officer who writes the citation looks at the license of the person driving the car, so if a car with different plates and description was used to commit the violation, this likely means one of three things...
1) Someone who looks exactly like you stole your driver's license and used the car to get the ticket, gave your info to the officer, and later magically put the license back in your wallet before you knew it was gone. Not likely.
OR-
2) Someone who knows you and all your information got the citation, claimed to be you, claimed they forgot their driver's license or didn't have it on them, and gave the officer your name and all your personal info. This would be also unlikely, as the officer, as part of the stop, would also have run the info of the car, and noticing that it wasn't in your name, would have likely detained the driver pending an investigation.
OR-
3) It was you who used or borrowed someone else's car, got the citation, and you're now saying that "someone else" used your name to try to get out of the suspension for not paying the ticket, or to avoid getting in trouble with the car's owner.
Laying all that aside, even if it is as you say, you won't be able to find out the owner of the car...it's privileged info accessible only by the courts or law enforcement officials. Get a lawyer and discuss your options.
