who turns 1st and why?

Doesn't matter who has the right of way...Let him go first, and the worst that can happen is that you will arrive at your destination 3 seconds later, without risking an accident. That, my friend, is called defencive driving.

If you arrive there at the same time you have two answers.
1. who can saftely turn. If you have oncoming traffic blocking you then he goes.
2. Right of Way. The driver turning to the right would have the legal passage if an accident were to transpire.

He's making a right turn and doesn't have to cross traffic so he has the right away, unless you got there first then you should have the right of way. (not that it works out that way)

go at the same time is what i do , but technically its whoever get there first goes first
