To make a dog come to you when you are out walking him you need to run in the opposite direction calling him and making lots of noise. He will see that as interesting and try to chase you. To solve the weeing problems you need to take him out for lots of regular walks. Make a loud noise everytime he tries to do something naughty, dogs dont like startling noises cos they have sensitive hearing.
Reward him with treats and praise when he does good things, dogs love that.

9 months hmm? well, he's definitely old enough to already be potty trained, mine is 7 and he's been potty trained for 2 months now. get a crate. if not a crate, at least a small uncarpeted room like a bathroom with a baby gate (but trust me there's nothing mean about crate training.) keep him in it when you aren't home, or when you are too busy to watch him like a hawk. as soon as he comes outta the crate, you go outside IMMEDIATELY and stay outside till he goes, and you praise him lots with voice and with treats. be consistant. if you catch him going inside, don't yell or freak out, just stop him in the middle, go outside, and don't come in until he goes. if you find a spot already done, but you didn't catch him in the act, clean it up with an enzyme neutralizer so he doesn't go in the same spot again, but don't punish him for it. if he's not neutered, do that now because it will eliminate spraying.
as far as coming to you, well, i myself am still working on that with food treats and gentle praise, so good luck. my chihuahua is a stubborn little guy, but i love him.

Train him: Have a pocket of small biscuits, frankfurter pieces or training treats and when you call him hold one up. When he realizes what you have, he'll come running. Do this for a few weeks. Afterwards, just call him without the treats, maybe just holding up your hand motioning to come.

As for the housebreaking, first, sprinkle baking soda all over your stained carpet to get rid of his "mark". Take him out for the day when you do this, then afterward vacuum it up. If you could leave it on for a few days it would be ideal to get rid of the odor. Then, try "wee wee' pads. They are disposable pads with a scent that the dog would like to "go" on. Find them in the pet store. When you successful with this, gradually move them closer to the door. Finally, move them out the door. Hopefully, soon he'll be asking to go "out". Another housebreaking method is to just stay with him all day for a few days and catch him when you see he's about to go. Tell him "No" firmly. He'll be startled and look up at you, then, whisk him outside to go there. Say "OUT". Repetition will teach him. My dog says "OUT" whenever he has to go! Good luck.

How long have you had the dog? If it hasn't been that long, he just needs to learn your rules and get to know you. Give him time to get to know his name and that you are master. I would strongly suggest starting crate training. Here's some info for you on that:

I wouldn't suggest leaving him outside in the cold. Chihuahua's do not have a lot of body fat to them and they get cold very easily. Leaving him outside could endanger his life. Just stick with training, get you some pee pads for in the house and watch him closely. Anytime he is walking in circles or sniffing in a particular spot, run him outside. Make him stay out until he has gone and when he does, praise him by saying Good Potty and give him a treat. Praise goes a LONG way with training!

when you call your dog, use his name and nothing else. call with vigor and reward him with super praise when he actually comes to you. start at 3 feet away and continue the process at longer and longer lengths. even when the dog comes to you without calling him, super praise him. (you can use small treats, but i don't recomend it, love is the best reward) do this several times a day but no longer than 10 minute intervals. you can also put him on a leash and give a small tug a second after you call him, and gently pull him directly to you, then love him up.
as for house breaking...first you must remove ALL signs of his accident smells. you need a crate that is just big enough for him..if it's too big, he will use a corner of it to use as his bathroom. you must be strickly disciplined about this, for you and the dog. he stays in the crate for 1 hour, you take him out and directly outside. always go to the same place. wait about 10 minutes, let him sniff and whatever. encourage him with words like "go pee" or whatever. if he goes, love him up and take him directly back in to wonder the room that you are occupying for about an hour, but keep your eyes on him for signs of having to go again. after an hour, put him back in his crate. at hour intervals repeat this process. if he doesn't go when you take him out. he goes right back in his crate for 15 minutes and you try again. if he has an accident in the house that you don't witness, don't do anything about it. it's actually your fault, not his. if you SEE him having an accident or about to have an accident shout NO and immediatly take him out. it's very important to praise him very good when he does what he's supposed to. after eating, sleeping and playing hard, take him out. you will get to know his patterns and signs after a few days, and in a few weeks he will be house broken.

Little dogs are the hardest to housetrain. Because he's little you can paper train him. the problem is if no one is home all day. He need consistency all day. You have to make him want to come to you if you yell he's not going to. Try calling him and run in the direction you want him to go. dogs usually follow their owners.
