Either do what noskwik said or get out the bibi gun (just kidding) Definitely communicate with your neighbors...hopefully they'll be understanding and do something about it. If they don't, be more firm and give them an ultimatum that you'll be forced to notify the authorities if they can't shut up the mutt. Upon continued refusal to cooperate, then do what you must.

I would make a video tape of the situation first so you will have proof. Film your dogs sleeping or sitting or whatever then film her yard. Even if her dogs don't show up on video the noise will.
1st I would tell them nicely their dogs keep me awake. Some owners can sleep thru their dogs noises. If that doesnt work call them when their dogs bark and wake you. If that doesn't work call the police. If that doesn't work call Code. There is a noise ordinance. If that doesn't work take them to small claims along with the tape you made.
Our neighbor has 5 rotti's. The all barked at night. Their owner never heard it. After we quit complaining in our home and told the owner the barking stopped. So do tell the neighbor first. m

Check with local council. With mine I had to make a log for 6 weeks, submit it to the council.They will approach the neighbour and tell them a complaint has been made. They will get a warning and if they don't do something they will get a fine. If it keeps going, they will make them get the dog de-barked. This is a last resort mind you. Pretty drastic, but if the owners won't take the responsibility and re-train their dog, what can you do?
I put up with two barking dogs for years.......didn't want bad blood between me & the neighbours. But finally snapped one night when the dog had been barking non-stop for 6 hours. The council fined them twice before the problem was solved.
The neighbours don't know it was me that complained the council had to keep it secret.
Good Luck!

if the dog is outside, definitely call the local authorities;
if U have a sound-activated tape recorder or digital recorder, RECORD it. keep track of when/how long the disturbance continues ( ' 2 am wed - 2:45', it needn't be extreme detail).
if the dog is INSide/still audible, i'd still record it if u can;
and i'd still call Animal Control/the local police non-emergency, whoever is spozed to address this issue of nuisance-barking.
suggesting that AnCon talk to them about bringing the dog into the bedroom;
crating them there, within arm's reach of the bed, gives the dog 6 or 8 or x hrs of 'quality time' with the family; the dog is calmer and more relaxed sleeping in the same room, and if they fuss, 'burping' the crate gently will startle them into silence to listen... when U then say, INTO THAT SILENCE, 'good dog... go to sleep...', roll over and SIGH. 99 times out of 100, the dog will follow suit!!
giving the dog some set-back from noise and some social support from their 'parents' is often a miracle cure...

Your going to have to complain one way or another. Talk to them first, then call the police for disturbance.
