Let me help you with this one please.
First thing, look out for what kind of translation you have, not all Qur'ans have thee right translation.
Second thing, the 'command' that is in the Ayah you just posted does not mean the command we know... it means that they are set free from the guidance, because of their sins.
God will never command man to do anything bad, It is man who forgets his Creator.
I want you to look for a translated Qur'an that is published by "DAR AL-MA'ARIFAH" that is a reliable source.
I know how hard it is trying to learn the Quran for those who don't know Arabic, but why not try to learn the language?... Believe me, it is wonderful.

You have completely misinterpreted the verse. I am not good with Arabic myself but the English translation clearly says in my opinion that those who don't listen to the commandment sent upon them and commit abomination are destroyed.
Where did you get the do evil part from?

the right translation is:
"When We decided to destroy a population,We (first) send a definite order to those among them who are given The good thing of this life* and yet transgress;so that the word is proved true** againts them:then We destroy them utterly."(Q.S.17:16)
NB:
* Allah's Mercy gives every chance to the wicked to repent.When wickedness gets so rampant that punishment become inevitable,
even then Allah's Mercy and Justice act together.Those who are highly gifted from Allah-it may be with wealth or position or it may be with talents and opportunities- are expekted to understand & obey.They are given a definite order and warning.If they still transgess there's no further room for argument.They cannot plead that they wereignorant.The command of The Lord is proved againts them,and it's application is called for beyond doubt.Then it is that their punishment is completed.
**al-Qawl here has the sense of word,order,law,charge framed againts one under a definite law.

this verse describes about those nations n tribes,who were told to do good,n be submissive to Allah,but they didn't so as the punishment God destroyed them...it's an example given to us,that God is capable for anything n we are sent to earth for a purpose....we can't live life on our own principles when they r guiding us towards the wrong path.
next verse clears the subject of this verse quite well.. hope this clears out!

And when We desire to destroy a town We command its affluent ones, those [inhabitants] of its who enjoy the graces [of God], meaning its leaders, [We command them] to obedience, by the tongue of Our messengers; but they fall into immorality therein, rebelling against Our command, and so the Word is justified concerning it, that it should be chastised, and We destroy it utterly, We annihilate it by annihilating its inhabitants and leaving it in ruins.
