What authority or capacity should cities, counties, and states have to deal directly with illegal immigration, or should the issue be handled by federal government only?

The state should have the authority to deal with illegals in their states, they are the ones after all that provide the services for the illegals and it affects their state budgets from education to healthcare, and when the federal government does nothing about it yes i feel they should have the authority to deny services, refer for deportation, and yes if a crime is committed by an illegal instead of allowing them to go back to mexico and come back as someone else they should just throw in prison as they do in mexico and if you do not have someone to care for you there to bad.

City. County And State Legislatures
Usually Do Stand Behind Their Constituents

The Feds Should Realize The States Rulings
And Shape Federal Laws
To Encompass The Demands Of The Voting Majority
Using Local Legislatures As A Guide

Instead Of Forcing Federal Legislature (Amnesty For Example)
On States That Clearly OPPOSE The Federal Guidelines (Laws)

Since its obvious that the federal government is not and has not been doing their job,someone has to.The city's and states are well within their legal rights as long as their local laws do not violate any federal laws.
They are clearly taking steps to help themselves.I think its good that theses city's and states are taking measures to protect their respective areas.My state of AZ has declared English its official language,closed loopholes so illegal aliens can no longer obtain public entitlements.
They also added more protection with two other major ordinances .Farmers Branch,TX a suburb of Dallas and many other city's have taken action to help protect those city's and states from the onslaught of illegals.
If the federal government had a good history of taking care of this problem then the city's and states wouldn't have to,but we all know they don't.So more power to the
people ,more power to the city's and states that are trying to help America help its self.

If is thought of as a civil rights situation,then what about the "sanctuary "city's that only offer "sanctuary" to the illegal aliens.Isn't that a civil rights violation because it only addresses one nationality of illegal alien and not all people that has committed a crime ?Why hasn't the ACLU sued those city's? Why hasn't the Justice Dept shut them down? Why are they not doing anything ? Its a national disgrace.

They can tell you what you can do in your own home, invent fines that compile so fast they can seize your home, and do many other things just for aesthetic issues, what makes you think they don't have the authority to do this? Yes, the federal government SHOULD be handling the issue, the election result a few weeks ago is a result of how people feel about the lack of action in doing so. The old saying was that only the level of government that taxes your property has the right to regulate what you do with it. They can confiscate your car, real estate or firearms if you break the law with their use, they would be just as legally empowered to confiscate property or businesses used to employ or house illegal aliens. As an unemployed citizen ineligible for unemployment benefits, I hope they start doing this.

They should have and do have the authority to do what is right for their community. If the voting public there wants to deter ILLEGAL ALIENS with such measures, I say more power to them. Federal law already forbids services being provided to these people. Under the U.S Immigration and Nationality Act it is grounds for exclusion and deportation to receive welfare or be a burden on your community.

The problem is that the Federal government is not dealing with the problem. The federal government is invested in creating another amnesty program under the guise of guest worker which a majority of people have expressed discontent with. This in effect means that the government is attempting to circumvent the will of the majority. Faced with this tyranny local municipalities have moved to protect their citizens and respond to their wishes. This is wholly proper. It should indeed be the job of the federal government to enforce immigration law, but if they refuse to do it then I see no other alternative.

Since the federal government can't be trusted to do ANYTHING at all when it comes to this problem, absolutely ...the cities/states should be able to deny services and refer deportations. In my opinion, they should be able to do more than that, anything to get the trespassers out.

Localities should have authority and a clear requirement to enforce federal law from counterfeiting to illegal immigration, if it crosses their duties.

By doing that your turning into a civil rights issues if the cities do it in the long term, and making more likely for more open borders. ACLU will sue, sue, sue, sue ,sue when cities make rules denying non-social services to migrants. If 911 didn't occur people be demanding more Mexicans to do their yard. The 80% of migrants work with small business owners, and homeowners need a few Mexicans for the day to do a remodeling project. Tercedos, Hayworths pervert the topic totally. I could see Hayworth hiring a few to fix the pool in his backyard and pay the migrants under the table, while not wanting a guest worker program because he have to give them benefits for their employment, and would be taxpayers to actually put less burden on social services. Economists love immigration because it means more workers, and cheaper goods, services for everyone, more flexible job market in the long run, and less costs in social programs.

What SHOULD they do or have the ability to do?

Yes! Give the locals the authority to do something. Trust me, all the cops I know just wish they could do something about all the illegals they deal with daily.
