I understand your discomfort. Honestly, its inappropriate to stare, but its hard not to. I hope that women at least look away if they realize you've caught them staring. That's about all they can do. Think about if you what would happen if you saw a women with unusually large breasts in a wet tshirt. I'm not talking about one of those contests, just say its a black tshirt (not transparent) and shes not wet because shes showing off. Once you notice, you usually catch yourself staring whether you mean to or not.
Just ignore them and try not to let it make you self conscious. Most women would be embarrassed to be caught staring. And be happy that its winter now and you don't have to deal with it right now. Personally, I live for big baggy sweater weather for a similar reason.

Well in general, it is rude to stare, much more at the breasts. But most probably those women staring are not imagining you the way men do. It's possibly just envy perhaps? Or maybe it's just that striking that they tend to stare. Do not get offended. the best thing to do is wear a shawl to cover it up, or a more conservative and less-revealing swim top.

How sad for you. Try to ignore the stares. Keep your chin up and just keep on walking. Be proud of who you are. People are rude to stare at you in the first place.

I don't stare personally, but women feel the same way when men are staring down their bikini tops or blouses.

Well, quite honestly, I notice these things but don't stare. Staring is rude, noticing isn't. After all, you're wearing (and continue to wear) revealing garments knowing they attract notice. That tells me you want to be "seen"...same goes for women who wear garments that accentuate their various attributes. If you don't want to be noticed...male or female...don't wear things that draw attention!
