I really dont think you should go to the press. I seriously dont think that the press would be interested to be honest. If you are that concerned about her safety, then ask the advice of the relevant authoritative body. Moreover, dont get involved directly, you will end up regretting it. I had a neighbour who was a crack addict and she had children. She caused a lot of trouble in our neighbourhood yet, it still took a year for the authorities to evict her. There are a lot of noisy, rude people; and the fact that she is the daughter of a top policeman is neither here nor there. Maybe you could find out the name of her father and his place of work, and write a 'polite' and anonymous letter raising your concerns to him. The fact that you want to go to the 'gutter' press, suggests to me that you want to exact some sort of revenge on her? Has she done something personal to you to upset you?
I believe that you should have nothing to do with her and get on with your own life, move on. She is not your responsiblity.
As I have already said, apart from notifying your concerns to an authoritative body and/or her father, that is the best that you can do. You cannot live her life for her. Concentrate on your own life. She is a grown adult, and what she chooses to do with it is up to her; even if it is that slippery slope of taking drugs.
We also had another neighbour who was into drugs, she was only 24, and although she was not threatening in anyway, we had our concerns about her health and safety. She had a mother and sister who visited her regularly, and they knew what she was up to, as I am sure the boyfriend of your neighbour does. Unfortunately, my neighbour was carried out in a body bag a couple of months ago because she over dosed on the drug. Some things are beyond our control. No matter how much you get involved, you cannot be there 24/7, and you certainly cannot wave a magic wand and get her off drugs and drink, it really is not your business or your problem to deal with it.

If your worried maybe call her father but dont be going to the press because you will be affecting alot more people than just her doing that... maybe not for the good either.
Sometimes people have to live their lives their way.
* If your really that concerened she wont make it through another winter, why not approach her when she is not with her partner and tell her your worried about her and does she want help. I know thats easier said than done, but you will know for sure if she is wants help..

does the top cop care phone the dude or someone else and get her into treatment chances are the boyfriend got her hooked. its a creepy issue they can be very difficult but you would be suprised how many people support you and your cause to rid the problem and hopefully she can beat the junk. ive seen some people come around from it most drug users are abused children and that is far more upsetting than doing nothing!!

Cant you go to social services? If you sell to the gutter press it could well tip her over the edge any way.
Mind you if you reckon she is not going to make it just leave things be do you want that sort of thing on your conscience?

I think you should try and get help for her she really needs it hopefully to extend her life. Her boyfriend isn't much good he should be helping her instead he must be supplying her
