Some fish may have blood in their eyes due to some form of distress or trauma. This isn't necessarily a sign that the fish is not fresh.

The eyes of a fish can tell you if it has been dead a while or if it has been stored improperly. If it's eyes are sunken in, it's not really fresh. If they are milky, that is also a sign that it has been dead a while. But there are more important signs of freshness to look for.

Look for a fish with shiny skin, bright red gills, and a fresh mild smell. The flesh should be firm and spring back when touched.
If it doesn't, or if it has a medium to strong fishy smell, it's not as fresh.

Red Eye Fish

If the eyes aren't glassy, it probably isn't old. I think what you are seeing has less to do with circumstance and more to do with the species. You know how some people, especially those with lighter eyes get "red eye" in photos? It is caused when light reflects of the retina when your pupils are wide open. (The red comes specifically from the blood in your eyes.) So whether or not the fishes pupils are dialted and whether or not the light is shining in them could determine how they reflect light.

But remember, I'm just guessing here. I don't know how well the market is lit, whether this is happening in one species or several, or if the fish had a nasty brain hemmorage right before dying, lol. This is pure bs and speculation.

Red eyeballs.... Are you sure it's not the type of fish you're buying?

The general rule when buying fish is the fish's pupils should be clear and the fish should not smell fishy.

it means that the fish has been at the fishmongers' for a while now. So it is not fresh.
