every artist is different but you never get to pay for it all at the very end. some artists will let you pay for it all at the first session (usually the ones that don't charge by the hour) and others prefer to get paid after each session is complete (that's how my artist does it)

I would guess that you would pay upfront because if you decide not to come back after the first session and you haven't paid then they're screwed.

im sure that the artist would want you to pay after each session because they arent gauranteed that you'll return to them to finish it up.
but then it may be up to the artist and how well you know them.
you'll never know til you ask them

You pay up front each time you go. He could end up having a lot of people owing him, if they didn't come back! He's running a business, to pay his bills...

Some tattoo parlors will take part of the money up front and the rest when it is done.
