Put your puppy on the stairs and have someone stand below him so he doesn't fall down the stairs. You go to the top and call him. If he needs extra coaching, have his favorite treat handy. Don't give up until he comes up the stairs. Going down is tougher but once he has the basics of coming up, down will follow.

Walk behind him while he is going up the stairs. You will have to bend over and move his legs up each step. Keep coaxing and coaching him. Reward him with a treat each time. He will make the connection in his little mind that stairs are a good thing.
A set of stairs from a puppy's view has to be scary--poor little guy. He will get over the fear as long as you help him.

Put him at the top and stay close but coach him down the stairs. Have him come to you but only go a couple of stairs at a time. After awhile, he'll get used to it and be good to go.

He might have fallen at some point which made him scared of the stairs. Try getting him up the stairs using treats - which might help him realize theres nothing wrong with the stairs... dont force him to do it - it will only scare him more.

I would put a treat he liked at the bottom of the stairs, that way he'll learn to love using the stairs.

Is there a chance he fell down the stairs when no one was watching? That would scare him enough that he wouldn't want to climb the stairs. Just lead him up and down with a leash. Be patient with him. He will learn it is okay.

Put him on the top of the stair case and you go down the stairs. Hold out one of his favorite treat for him and call his name. Good luck!

associate pleasure with this act by lureing him with food and rewarding the completed act, but it wont happen all at once, just put a piece of food on each step so he gradually goes up, and he will soon learn that going up and down the stairs is no big deal.
