The name of the skin condition is called eczema. Sometimes I experienced if I wore shoes that had any synthetic materials that was used to make the shoes. I have to be careful and buy shoes that are mostly leather. Synthetic materials cause your feet sweat more, and this will aggrivate the condition. Some mistake it for athletes foot. But as an answer suggested, using hydrocortisone cream on your freshly washed foot will help, and so will taking a benadryl. Make sure to change your socks twice a day to keep your feet dry.

It sounds like it could be psoriasis, I would have a foot doctor check it out.

Exzema (sp?) especially if you go through phases each month. It is easy to treat with steriod creams.
