A black blue does look better on brown/olive/tanned/dark skin. Sometimes if people have pale skin a darker colour can make them looked washed out, gothic or even unwell. It should suit you if you do have "brownish" skin.

I think it would look fine - if unsure you should try a veggie based dye such as Manic Panic or Special Effects first to see how you suit the colour - these dyes last approx 3-6 weeks depending on hair type etc and if you dont like result simply wash hair alot and use anti-dandruff or baby shampoo to strip hair (these are both not great for use on veggie dyed hair unless you want to fade colour). You can see 100's of results of these dyes and also check out the blue tones/results on:

That would make your head just look sad and depressing. Go for bright blue highlights, those always work, and get what you want done! Basically, hold an item that is the color of the die to your hair, then skin, and think how it would blend. For me, a whole head of blue wouldn't work, but the highlights would. (Consider other colors of highlights)

I like really dark hair or really light hair. I'm brown skin and i love when my hair is blue black, exspecially if it's short hair. That color just has a nice shine!!
