give one hint on which bases we can judge a person?

Bible said Trust no man (or woman) also tells us to judge no one lest we be judged..
Now if you mean have an opinion of someone then you judge them by their character. Whether they are a person of their word. Bible also speaks on that..

Wer should not Judge anyone that is not for anyone else but God to do and Jesus who has been give that authority by God! So no there is no basis to judge anyone, we are not to judge

If they are doing something that harms themselves or others it is your place to try to prevent it.
But it is important to remember that this should be done from a position of compassion and not anger or out of a sense of superiority.
