Maybe talk to a SUPERVISOR in the police department when the music is non-existent. If it is during the day, when they are asleep, if they sleep. :) Tell the police supervisor that you can't carry on your duties due to lack of sleep due to the noise; and that you have made numerous reports and other neighbors as well. Ask what can be done about it.
Another suggestion:
Maybe play some LOUD CLASSICAL music and allow them to approach you. ANd you say, "wow, is that bothering you? Ok, welll can we make a deal, that I will stop playing this so loud if you lower your music?"
I know you want to go over and beat the crap out of the stereo system he has. BUT they will just get another one. SMILE

Legally everyone is entitled to peaceful enjoyment in their homes. Music and maybe a little partying is excusable but as long as it's not excessive. You obviously are renting an apartment. As part of the agreement, you are entitled to a reasonable, peaceful existence on the property you are paying for. This may be as well governed in state law (as I know it is California law) Each county or city has an organization representing issue or complaints against landlords (equal housing) You don't have a complaint directly at him but you need him to be more aggressive at tackling the neighbors. Look at your lease agreement. If this is greatly impairing you perhaps you need to break the lease. Consult an agency in your area for the proper procedures. Anyways, good luck to you!

Make friends with them. Tell them that you hope they enjoyed their party. Be genuinely kind and soft with them. Ask them for an invite to the next party and ask if you can bring a few friends along. Then take the whole dang neighbourhood. Really whoop it up at their place and when they start to droop and seem to want to settle the party down wind it up again. Crank up the music and show them how to really party.
The worst thing that can happen is that you'll have a wow of a time at their expense. The best is that they wont want you knowing when they are partying so they wont play their music so loud.

Hey, we must have the same neighbors!!!! I feel sorry for you. Just keep calling the police, over and over and over. Once these annoying people start being charged with disturbing the peace and have to make court appearances I guarantee they will either quiet down or move. Get all of the other neighbors to call the police as well. Best of luck! :)

Send a certified letter to your landlord - if possible have neighbors sign the letter to quoting the city noise ordinance.
File a formal compliant with police, this will require going to police office to file report. Officers do not want to bother.
If this does not work, look into a civil compliant against them.
In the mean time try the white noise & leave sticky notes on their door everytime they leave. They do not care but you will feel better afterwards. (nothing vulgar, just "please be polite & turn down your music, others are trying to sleep) print them so they can not identify you. Good Luck!

I had the same problem ... near my parents home. The rental house behind my parents was forever playing over and over loud thumping music. I called the cops repeatedly. I used all of my families cell phones so it would appear as more than one complaint. I called as soon as they started ... I never let them go on for long without complaining. The cops would come and they would stop for a while... I would call the cops again ...eventually they got real tired of the cop visits .... my parents rarely have this problem from them anymore. Keep calling the cops , make all the neighbors call too , call from all of your accessible cell phones too.

WHITE NOISE! Sorry about the caps, I just wanted to be heard over you neighbor's noise. Seriously, try a window fan, a noisy air cleaner, a radio turned to static, whatever to drown out the BOORS next door!

keep calling the police. isn't there an ordnance in you town for noise after a certain time at night, if they are in violation call the police . make sure the land Lord knows too. if you have to move because of it you will have proof that the place was unlivable if you have police reports.other wise your dead in the water

Give them a dose of their own medicine. Next time they truly want a good night's sleep. Turn on your vacuum and go out just leave it running. If anyone asks you, act like it was an accident.
