The 1st, 4th, 5th and 6th arrondisments constitute the central core of the city and are your best choice.

I suggest my favorite hotel, the Hotel St. Andre des Artes at 66 rue St. Andre des Artes in the 6th. You can get a double room with modern ensuite shower and toilet for 85 euros a night. Breakfast is included in the price. You can reserve by email: hsaintand@wanadoo.fr

Reservations are a must as they are very popular.

Paris is so spread out that wherever you stay you'll be far from one attraction or another. Most people consider the centre of Paris to be the area of the Opera Garnier, so accommodation near to there is always the best. I would recommend the TimHotel San Lazare. The rooms are small but walking distance to most things of interest. Checkout their website for specials timhotel.fr. The most important thing is that you are close to restaurants, cafes, etc. During the day it is easy to get around Paris by metro or hop-on hop-off tourist bus but at night it always nice to be able to stroll safely for dinner or a little nightlife.

I highly recommend Arrondisements 5 or 6, on the Left Bank in the Latin Quarter. You would be near Notre Dame, Musee D'Orsay, the Marais, Jardins de Luxembourg, in a very old and charming area of the city that will really make you feel like you're really in Paris!

The winter is the best time for low prices in Paris (who cares about the weather - more excuse to drink wine in a cafe!) Check out online hotel sites like Venere.com for good prices - I booked a hotel in the 5th right near Notre Dame for about 25% less than the listed price. I also used tripadvisor.com for recommendations and ideas of prices before I booked.

I would say the 8th district near Champs-Elysees is well located. Go the Rue de Boétie you can find good hotels there. You will be close to Arc de Triomphe and not too far from Eiffel tower.
And if you down the Champs you will get to Place de la Concorde.
Have a nice trip.
