no the government does not make cheese some of the comodities distrubition places give out cheese but it purchased from a company

Check with the Department of Agriculture. They are in charge of food stamps and other government services.

It has been replaced by a program called Women, Infants and Children program by the US Dept of Agriculture.

I don't think so it is distributed for free,to those in need. do you know someone that is getting it I've been given some by a neighbor it is rather good.
