Use the wallpaper tiger first. Then spray with a 3/4 water to 1/4 fabric softener mix. Let it soak in a while. You'll probably be able to pull off the first layer but the "papered glued" layer will remain. Spray this with the mixture, then use a ....oh my goodness, I've been thinking for 5 minutes and can't think of the name of it :( . (You use it to smooth out spackling, it has a handle and a wide thin blade, plastic or metal) This tool, whatever the darn name of it is, will slide the rest of the material off. Then wipe the walls clean before decorating. It's not a trowel, or a spatula......grrr what is it?

go to the paint store and buy some "dif" wallpaper remover then apply it to the wall and gently scrub it off with a tool called a 'wallpaper tiger". when most of the paper is removed, then wipe clean with a warm damp rag.

First see how loose it is. It may just peel off. If not, spray Fabric Softner on it. They sell litlle scratchers to break the surface to help the stuff absorb.
