You did not mention if your beginner is looking at bicycle biathalon or ski biathalon, but I would suggest a lighter bolt action, clip fed rifle with micrometer target sights, such as the old Mossberg 340B. Regrettably, that little Mossberg has not been made in years ... in its place, I would suggest a Remington 504 or 504T ... which you would add metallic micrometer sights to. (See link below).
Anschutz makes a biathalon rifle, but I would suspect it is a bit more expensive than the Remington, and the Remington is more versatile than an Anschutz specialty rifle! (see link).

Wal-mart sells a very affordable bolt action .22 that will work very well as a practice rifle for competitions. Be warned, competition shooting is very addictive and can become expensive.

No matter what rifle you get, try several brands of 22 ammo. It is the only way to taylor your ammo to the gun. You need ammo that is accurate and will feed properly.
