I have great suspicions about that, and their 'institute' also...
It won't cost a flippin' penny if there's good policy. When people get the idea that it's 'legal immigration ONLY' and that the majority of americans are opposed to anything else, it'll take a little time, but things will change. I say if you REALLY wanna take a bite out of it, start investigating more of those immigration lawyers etc.

Also, I think the border fence is a great idea. Make it physically a lot more difficult to enter our country, and it'll drastically reduce the problem.
