If you want to flirt with her, go ahead. Start extremely suttle; just a couple of casual comments (preferably questions) make it so casual she doesn't even notice. Then, as you get to know her more, get comfortable with her, so that she doesn't think you're a stalker (lol). If you still like her, and you feel that she's a bit more comfortable with you ( & vice versa) go ahead and openly flirt.
You want her to be comfortable with you. Try and make it as little awkward as possible. The more comfortable she is with you, the more likely she is to think of you and say 'yes' when the date question finally comes.

if u really like her and you think that you would wanna give it a try then there should be NOTHING stoping you. just come up to her and start a conversation.. ( a casual regular everyday conversation like how have you been yattayatta)
then after lil bit when you feel it is the right time ask her if she would like to go out for coffee or a movie or somthing sometime.

well i think its always best to flat out ask her 'will you go out with me?' it'll show her that you have enough confidence in yourself to really own up.
and you wont have a problem on stumbling on your words..
