You do not give enough to go on are we talking about the first date or a week anyway I would say it would be the man and What I like to tell anyone that I am very touchie and feelie so right off that bate they know but I am not saying you can feel them up or anything like that but it is okay to put your hand on there lap and then you can tell what happens from there { if you are beyond this then cool if not} but it is okay to be a little pushy cause if she doesn't want to she will set you straight and you just have to wait but try ever so often. depends on who can build up the corage fist,

see usually it is the man becuase most guys ( no affence or anything) just like to get things over wit
sometimes the guys may be to shy and the girls are left to make it
either which way it will prolly work out if you know that you both really like each other!

Sometimes it can be the man sometimes it can be the woman.
In many cases its both of them.
I don't think there has to be a single person that has to make the first move.

if you feel positive you make the move.
and both of you will feel good about it
