Even if you mean $35 US, it's a bit of a stretch. Be prepared to order less expensive items, if you go to a "fine dining" restaurant. That said, you'll find a number of my personal recommendations on my blog:

Under $35/person isn't really done in fine dining. I like Milestones, but I don't really consider that fine dining. They have nouveau cuisine I would say. I know there are higher end restaurants in the city but I really can't say I've been to any. If you go to www.opentable.com you can see which restaurants are the most requested for reservations on their site. Good luck finding something!
