Best way I know of is to pick them off, pet them a little, speaking softly, and put them on the floor. If very little it would be mean to do anything else.
If some grow and continue to do it, then a "no" and gentle tap on the nose with one finger may do it. Affection, though, and putting back on floor is always the best choice, because they want attention. As one person said, they will eventually get the hint.
I probably could not get myself to put water on them, in any way at all. First, in the cold, enough for them to feel might just wet their fur enough to cause a chill, secondly, I prefer to not have any animal any more afraid of something than necessary. Now, if lucky, just picking up a spray bottle would eventually stop any misbehavior, but in the cold it is indeed risky.
Besides, it is like punishing a little human--I would want to make sure he or she was old enough to understand first.
My goodness, they are doing what kittens do, climb, explore, want attention. This is much what they would do with the Mummy cat.
I speak from experience, I have had two friends who made the habit of rescuing adult cats and kittens.
Affection, admonition and training, before anything else.

He's a kitten so I'm pretty sure he will be full of energy, it's a cat's natural instinct to climb or scratch when they want something or if they are in need of some play time. Make sure you have lots of toys around your house that your cat can chase and scratching posts are a great product for your cat.

the best way to stop a cat from doing something naughty is to keep a squirty bottle to hand, set to the longest hardest spray. this wont hurt them - it startles them, which is the best way to teach a cat. you must make sure that you do this at the exact time - as doing it afterwards is confusing and cruel. catching them in the act is the only way. my 14 year old tom is still very naughty and mischievous, but I only have to pick the spray gun up and he is off like a shot, as he has learned that he will be in for a soaking if he doesn't behave!!

Oh, boy! I had one of those. She grew out of it after a bit. They are just trying to get up to your face for some loving, and climbing is the only alternative. At least it is winter and you can wear thicker jeans. It helps.

When they start to climb pick em' off and pet them or give them some sort of afrection this will tell them that you are paying attention to them and they will soon stop

I had two that both did that at food time. It didn't last. They soon get too heavy for it to be comfortable.
I wouldn't remove claws - it's cruel to change chop bits off an animal for our convenience.

you have to treat them like children. when they do pull then off say NO put them down and ignore them for a while they will learn eventually but you have to be strong
