Announcements merely tell everyone what is going on (grad, wedding etc). An invitation actually invites someone to share in the day or event with you. Example-

Announcement- Sue and Joe will be married Mon the 26th at 3pm at St. Mark Cathedral

Invitation- You are invited to help celebrate the wedding of Sue and Joe on Mon 26th at 3pm at St. Mark Cathedral.

An announcement does not invite a person to a ceremony or party, but, generally, is sent to those who live at a distance. Generally, people who receive an announcement would then send a card with a monetary gift.

Announcements are saying, "Hey, I'm graduating." Invitations say, "Hey will you come to my graduation?' Some schools let students bring only a few guests so they send out announcements instead.

Graduation notices just lets the person know that the person is graduating.A invitation lets them know a party will be held for the person who graduates.

An announcement "announces" (tells) people that you are graduating.
An invitation "invites"(please come) people to your graduation.

Well I believe graduation annoucements are graduations where everyone can come and invitations are when only the people who are graduating are invited.
