yes, as mentioned, confidence is key.
but not too much- you'll come off as cocky.
smiling a lot is a must when flirting; it just
gives off that flirty vibe. compliments dont
hurt as well. touching is good also, but not
in excess. by that i mean like touching his arm
while laughin at something he said, etc.
you probably flirt all the time and dont even
realize it. flirting is like a sport- its all about
your technique. once you have yours down-pat,
flirting will be your second language. :]

The best opener is a smile. If he is interested he will smile back or turn around to see if he is really so lucky as to have a pretty girl smile at him and not someone else who is behind him.
From there just ask an open-ended question? What do you think of the newest fad (put in the name of the fad)? When he answers,act like you are interested in his answer. That means let him talk. When he is done you can comment. Try not to strongly disagree. You have plenty of time for that once you are in a relationship.

There's no real how-to to this. Observe male/female interactions. Observe yourself when you're embarrassed but pleased. Imitate. Play around with different things, see what works. And please attempt to avoid cheesy cliches.
