Yes, children born in the United States are US citizens. Some parents file for dual-citizenship for their children. The country they were born in and the country the parents came from.
I think that's why so many come here and have children quickly after arriving. And then are allowed to apply for and collect Welfare.

Normally, a child born in the USA is a US Citizen. However, there is an exception. Children born in the USA to parents who are in the USA on diplomatic visas are not US Citizens.

However, if one parent is here not on a diplomatic visa then the child is a USA citizen.

Not all countries are Jus soli countries (nationality or citizenship based on territory of birth). Some countries (like Germany) are Jus sanguinis (citizenship based on blood or parentage).

There is currently a movement under way in the USA to change the country to Jus sanguinis. This is because of the increasing number of "anchor babies" by illegal aliens. Anchor babies refers to illegals rushing across the border to have a baby (US Citizen) so they get benefits and residency.
