Ahahahaha five star question. If silly putty works in the same way bubble gum does, rub peanut butter or cooking oil into the hair and then comb it until it comes out. If that doesn't work you're stuck either trying to dissolve it with rubbing alcohol (not recommended), or whipping out a pair of scissors and cutting it out.

Mayo, just apply and massage it till the silly putty comes out. This also works on gum or any other nasty sticky substance.

When silly putty first came to be, we used itself to gather itself, use some more silly putty to pull it off.

Any kind of light odorless oil will help take it out,will also help take out gum from hair

Mineral oil, baby oil (which is really just mineral oil w/ fragrance added), vitamin E oil, possibly mayonnaise...anything sufficiently oily.
