Photo Editing!?

I would like to know if there are any good programs out there that are able to take a picture of someone’s head and stick it on some one else’s body? I know it can be done but I don’t know how they do it!

I have tried to use my basic paint program and I did not get the results I was looking for.

Any help would be great!!!!!

Photoshop is the best one, but it's not cheap. This is the next best thing and it's free. I use photoshop to erase the body and use powerpoint to put them together.
