I mean, can they do it physically? Dogs don't have lips like humans. But my friend told me she saw her rottie suck up a piece noodle. I found that hard to believe.

Well, puppies do nurse, so at sometime in their lives it appears they have the ability to suck.
As they get older, they get teeth and of course the shape of their face/jaw changes and I am going to guess they lose the ability to suck.
So I will say it may have looked like the rottie sucked up a noodle, but I don't think it did.

no dogs can't really do that but, my dog can drink out of a straw like in a caprisun we share them all the time

No, they can't! But yes, my dog eats noodles too, but i don't think that they suck them up, they grab them with their tongue!
