This could be a number of things. Flea bites could do this in a puppy so young or it could actually be demodectic mange which is actually caused by mites under the skin. What type of bedding do you use for the puppy? A lot of puppies are actually allergic to the chemicals in newspaper print. Take her back to the vet and let him know your concern. A medicated shampoo might do the trick.

I got a pup from a shelter and he was VERY itchy, then I started noticing the scabs on his feet. He had scabies. The treatment was a series of highly toxic baths. I was pregnant at the time, so my husband had to do them. They smelled like tar. But your vet would have had to do a scraping to test for them. I might suggest looking up pics of scabies and comparing them, but they are highly contagious. The strand that dogs get is not usually passed on to humans, but it can be. We were fine, and we didn't quarrantine him off or anything. But If the dog is very itchy and it's getting more severe I'd check with the vet again. No reason your pup should suffer. Good luck!

If the vet wasn't concerned, you may want to take him back for another visit because now the bumps are spreading. At least call the vet with this new information.
Another question - has your puppy recently had vaccinations? This could be a reaction to the vaccinations. Check out the link below and, call your vet again.

This could be demodex mange. Look for fleas on the belly's and see if you can find and grit that looks like dirt (flea Poop). Could be contagious to the other puppies. I would definatley take them back to the vet. Could have come from the father dog.
