I'd first off try to stay far, far away from her.

Otherwise, kill her with kindness. But avoidance sounds like the best plan, if you just act really calm and thoughtful she'll probably stop doing whatever she is doing that is annoying, or open up and explain why she is driving you crazy.

If she's making lifestyle choices u don't approve of, u can offer advice. If she doesn't want it, but out keep track of your own life. Be their for her if she asks . Don't intrude or nag, people won't change for you. People only change from the inside out. External harping will end being blocked.
However if your sister is a minor and you are legal gardian and you feel she is harming herself. That would be different. Ask people in some sort of assitance compacity of what ever problem may be. Other then that don't sweat it.

Try if you can to put your self in her place and see her point of view, It is a lot easier to think how to help some one than to harm them, so before you speak ask your self is this going to help or harm
