Your boyfriend is pretty much letting you know that he wants to touch you sexually. It actualy can pleasure both of you. My boyfriend use to touch my inner thigh to let me know he wanted to do stuff and have sex. It all starts with the touching of the inner thigh. Next your boyfriend will want to move his hands closer to your vagina and finger you, which pleasures you. But if you don't want to have anything like that done to you then let him know your not ready and hopefully he will respect you and stop.

I totally see your point, it is a total turn on lol. The problem is if you both get really "horny" you may get carried away and end up having sex. This may be what's bothering him, as he knows you agreed to wait and doesn't want to go against that - especially as he is older than you. You are basically teasing each other [I've been there, I know ;)]. There is no way to make him stay still, that's his own decision. Over time he may let you, but I wouldn't force it upon him. Also, maybe he just finds it extremely ticklish :)

I really believe he's just a real affectionate guy. Some guys are really affectionate and just feel the need to be touching you all the time. Maybe he's just turned on by looking at you and that's the way of letting you know.

It's all for himself...it can be a great way to flirt and hint at eachother if his touching is welcome, if it isn't it is just irritating and rude.
