I believe that's a quote from Mother Teresa, what she meant exactly by that I couldn't say. I would guess that since she was called to be a servant and a peace maker that she was talking about spreading godly morality without worrying about whether or not people became Christians. She caught a bit of flack for that statement because it only looks at the temporal state of humans and not what their eternal destiny might be. Evangelicals who want to spread the gospel message so that all might be saved probably didn't realize that her method of evangelism wasn't preaching but service and exhorting others to live moral lives.
