When you get off the trains in DC they usually end at the Metro Stations (subway) and you can ride anywhere the metro all day for like $7. Union Station is a great place to get off Amtrak, they have restaurants, clothing and jewelry stores, all kinds of cool stuff and a cute lil park across the street with a fountain. Also hundreds of taxi's are always waiting if you'd rather use them while in DC. Security is also crazy there too-don't expect to go anywhere without having everything searched and you have to go through metal detectors constantly
Just a warning never ride the subway while you are there during rush hours. OMG it is awful people will shove you down, there are also alot of pick pockets, so watch your stuff very carefully on the Subway

My daughter lives in Brooklyn and I live in DC, so I know the way well.

If you drive, it's 4 hours. Take the BQE to the Triboro, and follow the signs to the Jersey Turnpike. From there continue to the end, cross the Delaware Bridge and take 95 into the city.

If you take a bus it's cheap...you can get a round trip for $35 on Greyhound from Port Authority and it will take you downtown DC. Buses today are not bad at all....but avoid the Chinese buses...they are late, oversell, and have a bad safety record...and they aren't that much cheaper than Greyhound.

Train is NOT cheap, and can be crowded depending on what time of day you go.

All things considered, I'd take the bus.

Get on I95 and go south to I395. You'll run right into DC. If not driving. Take the train to union station.

Amtrak, it lets you off right in the middle of everything.

Well, thanks to modern transportation... By car, train or plane. You could even walk if you want to! That would take a while, but it's great exercise!
