If left in the ground, carrot plants will sprout a flower stalk, which will produce tiny flowers, followed by seeds. The wild form of the carrot is commonly known as Queen Anne's lace (Daucus carota). Domestic varieties also produce a similar flower stalk. Carrots are members of the umbellate family (Umbelliferae), which produce flowers in umbells, or multi-branched stalks.

Carrot seeds come from carrot flowers, which of course appear on the part of the carrot plant that is above the ground.

Just like any vegetable seeds. The plant has a flower and after fertilization seeds grow on the flower. The fact that the edible part is a root underground does not change what is happening with the seeds.

The carrot we eat is just the root of the plant. It also has leaves and flowers, but they are normally cut off by the shop.
