If a deaf, blind, or mentally ill person chooses not to accept Jesus Christ as Lord and Savior of their lives, then yes. Their disability does not exclude them from Judgement Day.
Besides, God doesn't send us to Hell. We choose to go there by refusing to take Christ as our Lord.

I don't believe in hell. But, if there is a hell, it depends on the situation.
Deaf and blind people are still in control of their actions. They can go on killing sprees like the rest of us.
Mentally ill...it depends. If it's unchecked mental illness, then no, I don't think he could. However, if the person REALIZES they are mentally ill (I will explain below) and refuses to do things about it and still does hellworthy actions, then yes.
There are people who realize they're mentally ill. They are the ones who have been medicated and informed of the warning signs. I know 3 schizophrenics, and all of them are aware of when the medication is wearing off. Two of them are willing to get help when they realize this. The third is too damn stubborn and tries to self-control. It doesn't work well.

Would we not punish a def or a blind person if they committed a crime? If they murdered someone would they not go to jail? Of coarse challenged people are responsible for their sin! What kind of Q is that?
It really depends what kind of mental illness youre talking about. But it is ultimately up to God if a person is not responsible for their sin due to mental illness. I believe God is powerful enough to be able to figure it out.

Only if they willfully sin and reject Christ. God knows each person's heart, and He will only judge them if they are capable of sinning or rejecting Him.
