The first thing you should do is report it to all 3 credit agencies and have them put a fraud alert on your records. Then you should notify your local law enforcement, your bank and anyone else you think could be affected by the personal information on the birth certificate.

The same way you report anything else stolen.
You might also want to contact the credit bureaus and have a fraud alert put on your profile to reduce the chances of identity theft.
