System Restore is only on WindowsXP (that I know of) it isn't on Windows98 and earlier OS (operating systems)
to do a System Restore -
click on Start - All programs - Accessories - System Tools - System Restore
then follow the instructions from there
make sure you back up your hard drive before doing the S/R
or you might lose any stuff you have on there (pics, music etc.)

System Restore is part of XP that allows you to revert your computer's programs to how they were at a previous date.
It only touches the programs, not the files you have - photos and whatnot.
It IS reversible and is found by clicking these in order:
Start > All Programs > Accessories > System Tools > System Restore.
It's set up like a calendar, just choose a date before today's and try it... Sometimes it takes a couple leaps back before your computer "refinds" program files it misplaced.

Doesn't work, if your registry is corrupted (your computer doesn't work) you will have to re-install windows. Just back-up everything first.
