what websites or books can I go to to find out. I have visited a "Protestant-Christian" type church where there is not a board / deacons or elders.....nor any oversight of what the pastor does. The pastor makes all the decisions about how to spend the money.

Sounds dangerous. The apostles appointed deacons so they wouldn't have to attend to the day-to-day business of the church. Without checks & balances, human nature can cause problems, to say the least. For the worst, look at PTL, Enron, WorldCom... CEOs who don't have internal controls over their organizations get in trouble with this. The pastor could be considered the CEO for the local church, so the same rules should apply.

Try a different church, that one does not sound well-managed. Most of the churches that I have attended have an open monthly meeting, and they disclose exactly how the church funds are spent, including utility bills, donations to women's shelters, etc... Every cent is accounted for.

Go to the Bible.....even Jesus let Judas hold the treasury bag, even though He knew he was a thief.......there are pastoral guidelines in the Bible.
