And who should set them and who should enforce them? how should they be enforced?

It depends on the rules. Rules like one person is only willing to go so far should be enforced and respected. But rules like you can't talk to girlsw or she can't talk to boys, or setting a curfew are ridiculous and should not exist.

There are already. They shouldn't have to be enforced! You should just follow them.

If you made up rules, that would take all the fun and work out of it. Yeah sure you might get hurt but that's how you learn and you make your own ground rules to follow for next time.

what you mean rules a relationship is working together not one person in charge you both have to work on everything together
