Flirting is the attempt to let someone know you like them but with deniability. If they don't like you back, you want to be able to pretend that you didn't actually like them. You were kidding or they misunderstood. You are just friends.....blah, blah, blah.
That is pathetic and neurotic and isn't what flirting is supposed to be. A high quality person does not do this. A high quality person, man or woman, knows what they want and goes after it and does not care what anyone else thinks about it. They like you? They walk up to you and tell you. You don't like them back? That is literally, nothing to them. They are giving you an opportunity, not supplicating to you like a boot licking slave. They want to be with you because they want to and they care about you and think you might want that to. But, they don't HAVE to be with you. It does not effect them negatively if you say no. It does not say anything about who they are either way. If you turn them down, don't be surprised to see them walking off with someone else, 10 minutes later. They chose you first but they have MANY options and there are plenty of fish in the sea. Also, they aren't mad at you about it and won't mistreat you if you come around later (women do this all....the....time...when you approach them).
Now, what is flirting supposed to be? Flirting is the art of subtly turning your partner on and then increasing it more and more and more by taking two steps forward and then one step back to drive them crazy with desire. It's what you do to make the sex you have with them later, something very pleasurable.

Flirting can be so many things. It can be looking at someone with a little bit of want in your eyes. It can be putting a hand on their arm when you are talking. It can be asking someone out or even just making comments about their looks etc.
Too much depends on if the person wants the attention or not.
