I agree you can say ANYTHING to a cop, they are still civilians.
Let me tell you about a teacher I had, I was in Police Foundations at the time.
She was on traffic patrol and pulled over a guy for speeding. She asks his name, the guys says, "Phuc Iu,"which sounds like F*** You. Right? My teacher laughed it off, thought it was a joke and asked him again what his name was and he said it louder, "Phuc Iu!" My teacher pulled the guy out of his car, propped him on the hood and made him take out his license right away. Sure enough, his name WAS Phuc Iu.
So, you can say what you want to a cop, just be prepared for the consequences.
Also, this was back in the day, just to emphasize on Rifleman01 said.
"Now," the teacher says, "cops can't get upset at that, but they can always find a way to arrest the bastard." If you're in your car, they'll find something wrong; find it unsafe and make you have to walk home and give you a ticket for driving an unsafe car, plus stick to it all the bills to have your car towed. There's so many crazy charges that cops purposely remember, so that when people act up and the cop has to act curteous to you anyways...they'll get you for something...anything.
My teacher's favorite thing to do was to give a ticket to a jerk that acts up and all she does is smile the whole time and be super polite. All the while she's evaluating the whole situation and trying to find something to fine him with and make his day miserable. So watch out!

Generally speaking, you can. They are civilians just like you and me. The problem is most places have an law on the books called "assault". And contrary to popular belief assault does not mean to strike someone. That is "battery". Assault can be verbal abuse. If you cuss' them out bad enough they will drag your butt to the pokey.
If the cop is a butthole, they will find something to run you in for. And unlike in my day when I was in law enforcement, a great number of cops today are buttholes. (You know who you are! Don't deny it!) If we dragged some poor slob in for verbal assault back in the day, the desk sergeant would laugh himself silly.
It used to be about crime and justice. Now it's just a good paying job for lots of cops. I gave it up in '89 when it got to complicated for an "I'm just here to help" person. It was not good enough that you did the job and made friends on the street. Now you have to have "stats" that show you are "working". A certain amount of arrests, tickets, etc., looks good on paper and gets you the raise. Don't ever believe that there is no quota system in law enforcement!
Just an aside. We never had to have an officer in schools arresting kids for carrying a plastic two inch gun on a keychain, or for having asprin in their backpack. (Heck, when I went to school you didn't need a backpack! But you could carry a plastic gun keychain, or asprin without going downtown!)

In some places cursing in public is a crime. There was an individual arrest, tried and convicted in Michigan recently.
You cannot incite a riot, either.

No, you can't. You can't say anything that you want to anybody, though. There's such things as slander, harassment, inciting to riot and so on. With the police you get into things like interfering with a police officer in the course of his duty.
All rights have their limits because there is a point where, when exercising them, they will intrude upon someone else's rights.

It depends, is what you are saying is threatening, are you in the officers face when you speak your mind.
If you walk right up to an officer and yell, "F**K-off" into his face you will get arrested. This will be viewed as an attempt to threaten the officer and you will be seeing the inside of a cell pretty quick.

Maybe they were pressing their authority but I never got the impression I could say anything. I busted out laughing once and that was enough to tick him off....he was sniffing my art eraser as if it were some drug or something........no....I just treat them with respect.....their job is hard enough.
