you should ask her if she is going to the dance and if she says yes then you should dance with her at the dance

Or you could get your pilot's license, rent one of those skywriting planes and write poems in the air about your undying love and devotion to her.

In the movies and all the programs they normally get a barbershop quartet to do it.. and unless you know one of those or have access to one ... or your PART of one.. then you'll have to get talking to her, see what she likes and dislikes, see if you are any good together then you'll have to swallow your pride and pop the question.
Don't come on too fast though, otherwise she might get intimidated.

You need to start with small conversations so that at least she knows your personality.
(since you cannot just go straight to her and ask her; that would be awkward)
